Chapter 13. Permit Assistance Center

"Center"
Sec. 1. As used in this chapter, "center" refers to the permitassistance center established by section 4 of this chapter.

"Permit"
Sec. 2. As used in this chapter, "permit" means any state agencypermit, license, certificate, approval, registration, or similar form ofapproval required by a statute or an administrative rule.

"State agency"
Sec. 3. As used in this chapter, "state agency" has the meaning setforth in IC 4-13-1-1.

Establishment of center; duties
Sec. 4. The permit assistance center is established within thecorporation. The center has the following duties:
(1) Providing comprehensive information on permits requiredfor business activities in Indiana and making this informationavailable to any person.
(2) Assisting applicants in obtaining timely and efficient permitreview and the resolution of issues arising from permit review.
(3) Encouraging the participation of federal and localgovernment agencies in permit coordination.

Information file on permit requirements
Sec. 5. The center shall establish an information file on all stateagency permit requirements that affect business activities in Indiana.The center shall:
(1) develop methods for maintaining, updating, and providingready access to the information file;
(2) use the information file to provide comprehensiveinformation concerning permit requirements affecting businessactivities; and
(3) use the information file to provide the commission on publicrecords with information that will enable the commission toconsolidate, simplify, expedite, or otherwise improve permitprocedures.

Publications; preparation and distribution
Sec. 6. The center may prepare and distribute publications andother materials that:
(1) serve the convenience of permit applicants; and
(2) explain permit requirements affecting business activities.

Federal and local government permit agencies; use of centerservices; advice to applicants
Sec. 7. The center may encourage federal and local governmentpermit agencies to use the services provided by the center to makeinformation available to permit applicants. The center may advisepermit applicants of federal and local permit requirements and maymaintain an information file on permits for which the state hasdelegated issuance authority to local governmental agencies.

Fees
Sec. 8. The center may not charge a fee for services providedunder this chapter. However, this section does not relieve a permitapplicant of any part of the fees or charges established by a stateagency for the review and approval of permit applications.

Authority of state agencies
Sec. 9. This chapter does not affect the authority of a state agencyto approve or deny a permit in the manner provided by any other law.

Assistance of state agencies
Sec. 10. Upon request of the center, each state agency shallprovide the assistance and data necessary to enable the center toperform its duties under this chapter.

Policies and guidelines
Sec. 11. The corporation may adopt policies and guidelines toimplement this chapter.
