"Commission" defined
    Sec. 1. As used in this chapter, "commission" refers to the Indianautility regulatory commission established by IC 8-1-1-2.

Determination of necessity for rules
    Sec. 2. The commission shall determine, based on thepreponderance of evidence in the scientific literature, whether rulesare necessary to protect the public health from electric and magneticfields.

Promulgation of protective rules
    Sec. 3. If the commission determines under section 2 of thischapter that rules are necessary, the commission shall by ruleadopted under IC 4-22-2 establish requirements that reasonablyprotect the public health from electric and magnetic fields.
