    Chapter 1. Legislative Findings of Fact

Findings of fact
    
Sec. 1. The general assembly makes the following findings offact:
        (1) That there exists in Indiana a need for construction,acquisition, reconstruction, improvement, and extension oftransportation systems in order to provide for the public welfareand safety by providing safe, dependable, and reliabletransportation systems for vehicular traffic.
        (2) That the development and maintenance of Indiana'seconomy requires an adequate transportation system in order toprovide for the public welfare and to facilitate the creation andmaintenance of jobs, the increase and stabilization of the taxbase, and the general economic welfare of the state and itscitizens.
        (3) That it is necessary to serve the public interest and toprovide for the public welfare by adopting this article for thepurposes described in this article.

Supplemental and additional powers conferred by article
    
Sec. 2. This article provides an additional and alternative methodfor doing the things authorized by this article, and is supplementaland additional to powers conferred by other laws and not inderogation of any other powers.

Liberal construction
    
Sec. 3. This article is necessary for the welfare of the state and itsinhabitants and shall be liberally construed to effect the purposes ofthis article.

Application of article to the authority
    
Sec. 4. This article:
        (1) applies to the authority only when acting for the purposesset forth in this article; and
        (2) does not apply to the authority when acting under any otherstatute for any other purpose.
