Jurisdiction of department to adjudicate certain matters
    Sec. 1. The department has exclusive jurisdiction to adjudicate allmatters specifically committed to the department's jurisdiction bythis article.

Expedited method for dispute resolution
    Sec. 2. The department shall establish an expedited method forresolving disputes between or among the department, the parties toa public-private agreement, and affected jurisdictions, and shall setforth that method in the public-private agreement.

Powers of department with respect to claims
    Sec. 3. The department may pay, pursue, mediate, and settle anyclaim arising out of a public-private agreement.

Arbitration or alternative dispute resolution
    Sec. 4. A public-private agreement may permit a party to theagreement to submit any claim arising under the agreement toarbitration or alternative dispute resolution under IC 34-57.
