Development of long range comprehensive transportation plan
Sec. 1. After reviewing the transportation plans of the Indianadepartment of transportation, regional and other planning agencies,and of each division, the district shall develop, continuously update,and implement long range comprehensive transportation plans toensure the orderly development and maintenance of an efficientsystem of public transportation in the district. The plan must beapproved by the board. The district shall periodically amend andupdate the plan as appropriate or as requested by a division.

Plan requirements
Sec. 2. The plan must identify goals and objectives with respectto the following:
(1) Increasing ridership and passenger miles on publictransportation funded by the district.
(2) Coordination of public transportation services and theinvestment in public transportation facilities to enhance theintegration of public transportation throughout the districtterritory.
(3) Coordination of fare and transfer policies to promotetransfers by riders among service boards, public transportationagencies, and public transportation modes, which may includegoals and objectives for development of a universal fareinstrument that riders may use interchangeably on all publictransportation funded by the district, and methods to be used toallocate revenues from transfers.
(4) Improvements in public transportation facilities to bringthose facilities into a state of good repair, enhancements thatattract ridership and improve customer service, and expansionsneeded to serve areas with sufficient demand for publictransportation.
(5) Access for transit dependent populations, including accessby low income communities to places of employment, usinganalyses provided by the department of workforce developmentand other planning agencies regarding employment andtransportation availability, and giving consideration to thelocation of employment centers in each county and theavailability of public transportation at off peak hours and onweekends.
(6) The financial viability of the public transportation system,including both operating and capital programs.
(7) Limiting road congestion within the district territory andenhancing transit options to improve mobility.
(8) Other goals and objectives that advance adequate, efficient,
and coordinated public transportation in the district territory.

Evaluation of proposed capital improvements
Sec. 3. The plan must establish the process and criteria by whichproposals for capital improvements by a service board will beevaluated by the district for inclusion in the five (5) year capitalprogram. The plan may include criteria for the following:
(1) Allocating funds among maintenance, enhancement, andexpansion improvements.
(2) Projects to be funded.
(3) Projects intended to improve or enhance ridership orcustomer service.
(4) Design and location of station or transit improvementsintended to promote transfers, increase ridership, and supporttransit oriented land development.
(5) Assessing the impact of projects on the ability to operateand maintain the existing transit system.
(6) Other criteria that advance the goals and objectives of theplan.

Performance standards for public transportation services
Sec. 4. The plan must establish performance standards andmeasurements regarding the adequacy, efficiency, and coordinationof public transportation services in the region and theimplementation of the goals and objectives in the plan. At aminimum, the standards and measures must include customer relatedperformance data measured by line, route, or subregion, asdetermined by the district, on the following:
(1) Travel times and on time performance.
(2) Ridership data.
(3) Equipment failure rates.
(4) Employee and customer safety.
(5) Customer satisfaction.

Public transportation finances
Sec. 5. The plan must describe the expected financial condition ofpublic transportation in the district territory prospectively over a ten(10) year period, which may include information about the cashposition and all known obligations of the district and the serviceboards, including operating expenditures, debt service, contributionsfor payment of pension and other post-employment benefits, theexpected revenues from fares, tax receipts, grants from the federal,state, and local governments for operating and capital purposes andissuance of debt, the availability of working capital, and the
resources needed to achieve the goals and objectives described in theplan.

Subregional or corridor plans
Sec. 6. The district may adopt subregional or corridor plans forspecific geographic areas of the district territory to improve theadequacy, efficiency, and coordination of existing, or the delivery ofnew, public transportation. The plans may also address areas outsidethe district territory that may affect public transportation use in thedistrict territory. In preparing a subregional or corridor plan, thedistrict may identify changes in operating practices or capitalinvestment in the subregion or corridor that could increase ridership,reduce costs, improve coordination, or enhance transit orienteddevelopment. The district shall consult with any affected serviceboards in the preparation of any subregional or corridor plans.

Annual capital improvement plans
Sec. 7. The district shall annually establish a capital improvementplan to govern the distribution of grants to each service division. Thecapital improvement plan shall cover at least a five (5) year periodand incorporate information concerning the capital improvementplans of the service divisions.

Service division information
Sec. 8. Each service division shall provide the district with theinformation that the district determines necessary to prepare theplans required by this chapter.

Interagency cooperation
Sec. 9. The district and the service boards shall cooperate with thevarious public agencies charged with responsibility for long range orcomprehensive planning for the district territory. The district shall,before the adoption of any plan under this chapter, submit itsproposals to these agencies for review and comment. The district andthe service boards may make use of existing studies, surveys, plans,data, and other materials in the possession of any state agency ordepartment, any planning agency, or any unit of local government.

Plans submitted to budget committee
Sec. 10. The district shall, not later than January 1 of the second
year following the year in which the district is established, submit theplans for review by the budget committee.
