Sec. 1. Except as otherwise provided, the definitions in this article
apply throughout this title.

Sec. 4. Except as otherwise provided in this title, a reference in
this title to a federal statute or regulation relating to the National
Voter Registration Act of 1993 (42 U.S.C. 1973gg) is a reference to
the statute or regulation as in effect January 1, 2005.
