Design and issuance of plates
    Sec. 2. The bureau shall design and issue a state educationalinstitution trust license plate upon the request of a state educationalinstitution. The state educational institution trust license plate shallbe designed and issued as a special group recognition license plateunder IC 9-18-25.

Design requirements
    Sec. 3. A state educational institution trust license plate designedunder IC 9-18-25 must include the following:
        (1) A basic design for the plate, with consecutive numbers orletters, or both, to properly identify the vehicle.
        (2) A background design, an emblem, or colors that designatethe license plate as an education license plate.
        (3) Any other information the bureau considers necessary.

Application for plates
    Sec. 4. A person who is eligible to register a vehicle under thistitle is eligible to receive a state educational institution trust licenseplate upon doing the following:
        (1) Completing an application for a state educational institutiontrust license plate.
        (2) Designating the state educational institution trust specialgroup license plate desired.
        (3) Paying the fees under section 5 of this chapter.

Fee for plates
    Sec. 5. The fee for a state educational institution trust licenseplate is as follows:
        (1) The appropriate fee under IC 9-29-5-38.
        (2) An annual fee of twenty-five dollars ($25) collected by thebureau.

IC 9-18-46.2-6 Special account within a trust fund for each state educationalinstitution
    Sec. 6. (a) This section applies with regard to a state educationalinstitution trust license plate supporting a state educationalinstitution in a year following a year:
        (1) in which at least ten thousand (10,000) of the stateeducational institution trust license plates are sold or renewed;and
        (2) beginning after December 31, 1998.
    (b) The treasurer of state shall establish a special account withina trust fund for each state educational institution described insubsection (a)(1).
    (c) The bureau shall require a person who purchases a stateeducational institution trust license plate under this section todesignate the state educational institution the person chooses toreceive the annual fee that the person pays under section 5(2) of thischapter as the corresponding state educational institution designatedin section 4 of this chapter.
    (d) The treasurer of state shall deposit the annual fee collectedunder section 5(2) of this chapter into a special account within a trustfund for the state educational institution designated by the purchaserin subsection (c).
    (e) The treasurer of state shall invest the money in the specialaccount not distributed in the same manner as other public trustfunds are invested. Interest that accrues from these investments shallbe deposited in the special account.
    (f) The auditor of state monthly shall distribute the money fromthe special account to the state educational institution's authorizedalumni association.
    (g) Money in the special account at the end of a state fiscal yeardoes not revert to the state general fund.
    (h) The bureau shall maintain a sufficient supply of the stateeducational institution trust license plates in each branch and partialservice walk-up location to provide a plate to a purchaser at the timeof sale.
