    Chapter 49. National Football League Franchised ProfessionalFootball Team License Plates

Plate design
    
Sec. 1. The bureau shall design and issue a National FootballLeague franchised football team license plate for a National FootballLeague franchised football team from which the bureau secures anagreement for the production and sale of license plates. A NationalFootball League franchised football team license plate shall bedesigned and issued as a special group recognition license plateunder IC 9-18-25.

License agreements
    
Sec. 2. The bureau shall:
        (1) negotiate for the purpose of entering; or
        (2) delegate the authority to enter;
into license agreements with a professional sports franchise in orderto design and issue a National Football League franchised footballteam license plate authorized under section 1 of this chapter.

Eligibility
    
Sec. 3. After December 31, 2005, a person who is eligible toregister a motor vehicle under this title is eligible to receive aspecified National Football League franchised football team licenseplate issued under a licensing agreement entered into under section2 of this chapter with a specified National Football Leaguefranchised football team upon doing the following:
        (1) Completing an application for a specified National FootballLeague franchised football team license plate.
        (2) Paying the fees under section 4 of this chapter.

Fees
    
Sec. 4. (a) The fees for a National Football League franchisedfootball team license plate are as follows:
        (1) The appropriate fees under IC 9-29-5-38(d)(1),IC 9-29-5-38(d)(2), and IC 9-29-5-38(d)(3).
        (2) An annual fee of twenty dollars ($20).
    (b) The annual fee described in subsection (a)(2) shall be:
        (1) collected by the bureau; and
        (2) deposited in the capital projects fund established by section5 of this chapter.

Capital projects fund
    
Sec. 5. (a) The capital projects fund is established.
    (b) The treasurer of state shall invest the money in the capitalprojects fund not currently needed to meet the obligations of thecapital projects fund in the same manner as other public funds areinvested. Money in the fund is continuously appropriated for thepurposes of this section.
    (c) The budget director shall administer the capital projects fund.Expenses of administering the capital projects fund shall be paidfrom money in the capital projects fund.
    (d) On:
        (1) June 30 of every year after June 30, 2006; or
        (2) any other date designated by the budget director;
an amount designated by the budget director shall be transferredfrom the fund to the state general fund, a capital improvement boardof managers created by IC 36-10-9, or the designee chosen by thebudget director under IC 5-1-17-28.
    (e) Money in the fund at the end of a state fiscal year does notrevert to the state general fund.

Budget agency rules
    
Sec. 6. The budget agency shall adopt rules under IC 4-22-2 toimplement this chapter.
