    Chapter 7. Temporary Registration and Trip Permits

Temporary registration permits
    
Sec. 1. (a) A person may apply for and receive a temporaryregistration permit for a motor vehicle, semitrailer, trailer designedto be used with a semitrailer, or recreational vehicle.
    (b) Except as provided in section 1.5 of this chapter, a temporaryregistration permit is valid for a period of thirty (30) days from thedate of issuance and authorizes the use of the motor vehicle,semitrailer, trailer designed to be used with a semitrailer, orrecreational vehicle on the highways if any of the followingconditions exist:
        (1) The person has purchased or otherwise obtained the vehiclein Indiana and will be titling or registering the vehicle inanother state.
        (2) The person is a resident of Indiana and is intending to moveto another state and the current vehicle registration or temporarypermit will expire before the person moves.
        (3) The person is a resident of Indiana and the vehicleregistration in another state has expired and the person hasapplied for an Indiana title for the vehicle.
        (4) The person is a manufacturer of semitrailers or trailersdesigned to be used with a semitrailer that may be leased by themanufacturer to any person, including a motor carrier, for notmore than the term of the special registration permit. Thissubdivision does not prohibit the transportation of property ona semitrailer or trailer operating under a temporary registrationpermit. A copy of the lease must accompany the semitrailer ortrailer.
        (5) The person owns and operates the vehicle and the person:
            (A) does not operate the vehicle as a lessor; and
            (B) moves the empty vehicle from one (1) lessee-carrier toanother.
    (c) The bureau shall prescribe the form of a temporary registrationpermit.
    (d) A temporary registration permit shall be displayed on a vehiclein a manner determined by the bureau.
    (e) The bureau may provide for the bulk issuance of temporaryregistration permits to manufacturers for the purpose of subsection(b)(4).
    (f) Subject to IC 9-25-1-2, a temporary registration permit may beobtained under this section if the owner of the vehicle provides proofof financial responsibility in the amounts specified under IC 9-25 ina form required by the bureau.

Temporary registration permits; vehicles to be registered inforeign country
    
Sec. 1.5. (a) This section applies to a temporary registrationpermit obtained:
        (1) for a vehicle that is manufactured in Indiana; and
        (2) by an individual who:
            (A) is a citizen of a foreign country; and
            (B) purchases a vehicle described in subdivision (1) with theintention of registering the vehicle in the foreign country ofwhich the individual is a citizen.
    (b) A temporary registration permit issued under this section isvalid for ninety (90) days from the date of issuance and authorizesthe use of the vehicle on the highways.
    (c) A temporary registration permit issued under this section shallbe manufactured from the same material as a license plate issuedunder IC 9-18-2. The bureau shall prescribe the form of a temporaryregistration permit.
    (d) A temporary registration permit shall be displayed on a vehiclein a manner determined by the bureau.
    (e) Subject to IC 9-25-1-2, a temporary registration permit may beobtained under this section if the owner of the vehicle provides proofof financial responsibility in the amounts specified under IC 9-25 ina form required by the bureau.

Trip permits
    
Sec. 2. (a) A trip permit may be issued for:
        (1) a vehicle that could be operated in Indiana for a period ofseventy-two (72) hours instead of full registration; and
        (2) both interstate and intrastate travel.
    (b) A trip permit may not be used to evade full registration.
    (c) The department of state revenue or agents for the departmentof state revenue may issue trip permits under rules adopted underIC 4-22-2.

International Registration Plan applicants; temporary registrationauthorizations
    
Sec. 3. (a) A document shall be issued to a person applying forregistration under the International Registration Plan.
    (b) The document described under subsection (a) serves as atemporary registration authorization pending issuance of a permanentregistration plate and cab card.
    (c) The document must be carried in the vehicle for which thedocument is issued.
    (d) The department of state revenue shall issue the temporaryregistration authorization under rules adopted by the department ofstate revenue under IC 4-22-2.As added by P.L.2-1991, SEC.6. Amended by P.L.61-1996, SEC.20;P.L.93-1997, SEC.7.

Delivery permits
    
Sec. 4. (a) An Indiana resident who owns a vehicle required to beregistered under this title may, for the purpose of delivering orhaving delivered the vehicle to the residence or place of business ofthe resident, apply for and obtain a temporary permit that allows theperson or the person's agent or employee to operate the vehicle uponthe highways without obtaining a certificate of title or registration forthe vehicle. The permit is valid for not more than ninety-six (96)hours.
    (b) A person must do the following to obtain a permit under thissection:
        (1) Pay the required fee with the application.
        (2) Provide proof of financial responsibility in the amountsspecified under IC 9-25 in the form required by the bureau.

Violations
    
Sec. 5. A person who violates this chapter commits a Class Cinfraction.

Hunter's permits
    
Sec. 6. (a) When a hunter's permit is applied for under thissection, the department of state revenue shall issue a hunter's permitto a common carrier (as defined under IC 8-2.1-17-4) that contractsfor common carrier services from an individual who owns andoperates a motor vehicle subject to the International RegistrationPlan.
    (b) If a motor vehicle under subsection (a) is registered in thename of the common carrier that contracts for services from theperson who is the owner and operator of the motor vehicle, when theperson no longer provides services to the common carrier, thecommon carrier shall transfer a hunter's permit issued to the commoncarrier under subsection (a) to the person upon the person's request.The common carrier may charge the person receiving the hunter'spermit an amount that does not exceed the amount the commoncarrier paid for the hunter's permit under subsection (a).
    (c) A hunter's permit transferred to a person under subsection (b)allows the person to move the motor vehicle under subsection (a)within Indiana for thirty (30) days to search for a new independentcontract for services with a common carrier without first registeringthe motor vehicle.
    (d) The department of state revenue shall adopt rules underIC 4-22-2 to implement this section.As added by P.L.93-1997, SEC.8.
