Delegation of the rights, duties, and obligations of the secretary ofstate
    Sec. 1. The secretary of state may delegate any or all of the rights,duties, or obligations of the secretary of state under this article to:
        (1) the securities commissioner appointed underIC 23-19-6-1(a); or
        (2) another designee under the supervision and control of thesecretary of state.
The individual delegated shall have the authority to adopt rulespursuant to IC 4-22-2 as the secretary of state under IC 4-5-1-11.
