Vehicle registrations at license branches; service charge;registration renewals
Sec. 4. (a) The service charge for each of the first twelve thousand(12,000) original and renewed vehicle registrations at a licensebranch each year is one dollar and seventy-five cents ($1.75).
(b) The service charge for each of the next thirty-eight thousand(38,000) original and renewed vehicle registrations at that licensebranch each year is one dollar and fifty cents ($1.50).
(c) The service charge for each additional original or renewedvehicle registration at that license branch each year is one dollar andtwenty-five cents ($1.25).
(d) Fifty cents ($0.50) of each service charge collected under thissection shall be deposited in the state motor vehicle technology fundestablished by IC 9-29-16-1.
(e) A service charge that is:
(1) originally imposed under this section; and
(2) increased by a rule adopted by the department;
applies to any original or renewed vehicle registration issued at alicense branch.

Titles; service charge
Sec. 5. The service charge for each title, including duplicate titles,is one dollar ($1).As added by P.L.2-1991, SEC.17.

Sec. 6. (a) The service charge for each delinquent title is twodollars and fifty cents ($2.50).
(b) Fifty cents ($0.50) of each service charge collected undersubsection (a) shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.

Transfers of title; service charge
Sec. 7. (a) The service charge for each transfer of title is onedollar and fifty cents ($1.50).
(b) Fifty cents ($0.50) of each service charge collected undersubsection (a) shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.

Sec. 8. (a) Fifty cents ($0.50) of each service charge collectedunder this section shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.
(b) The service charge for an operator's license is three dollars($3).

Learner's permit, chauffeur's license, and public passengerchauffeur's license; service charge
Sec. 9. (a) Fifty cents ($0.50) of each service charge collectedunder this section shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.
(b) The service charge for a learner's permit, public passengerchauffeur's license, or chauffeur's license issued to or renewed for anindividual who is at least seventy-five (75) years of age is two dollars($2). After December 31, 2005, the service charge for a chauffeur'slicense issued to or renewed for an individual less than seventy-five(75) years of age is three dollars ($3).

IC 9-29-3-10 Temporary motorcycle learner's permit, motorcycle learner'spermit, and motorcycle endorsement of operator's license; servicecharge
Sec. 10. (a) Fifty cents ($0.50) of each service charge collectedunder this section shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.
(b) The service charge for a temporary motorcycle learner'spermit, motorcycle learner's permit, or motorcycle endorsement of anoperator's license issued to or renewed for an individual who is atleast seventy-five (75) years of age is one dollar and fifty cents($1.50). The service charge for a motorcycle endorsement of anoperator's license issued to or renewed for an individual less thanseventy-five (75) years of age is two dollars and twenty-five cents($2.25).

Sec. 11. (a) The service charge for each motorcycle operatorendorsement of a chauffeur's license or a public passengerchauffeur's license is one dollar ($1).
(b) Fifty cents ($0.50) of each service charge collected undersubsection (a) shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.

Sec. 13. The service charge for each license that is required tobear a digital photograph is fifty cents ($0.50).

Sec. 14. (a) Fifty cents ($0.50) of each service charge collected
under this section shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.
(b) The service charge for an identification card issued underIC 9-24 is seventy-five cents ($0.75) and one-half (1/2) of each feecollected as set forth in IC 9-29-9-15.

Sec. 18. (a) The service charge for each duplicate registration cardissued under IC 9-18 is one dollar and fifty cents ($1.50).
(b) Fifty cents ($0.50) of each service charge collected undersubsection (a) shall be deposited in the state motor vehicletechnology fund established by IC 9-29-16-1.

Adoption of rules; increase or decrease of service charge;imposition of charge on other license branch services; uniformityof charges
Sec. 19. (a) As used in this section, "low numbered motor vehicleregistration plate" means any motor vehicle registration platenumbered from one (1) to one hundred (100) before or after thecounty designation number or letter series designation, or both.
(b) As used in this section, "pull service charge" refers to thecharge that the commission may require for a requested lownumbered motor vehicle registration plate or a special numbered
motor vehicle registration plate.
(c) As used in this section, "special numbered motor vehicleregistration plate" means any plate, other than a low numbered motorvehicle registration plate, requested for issuance out of its establishednumerical sequence.
(d) Subject to subsections (e) and (f) and with the approval of thecommission, the bureau may adopt rules under IC 4-22-2 to do thefollowing:
(1) Increase or decrease any of the service charges listed insections 1 through 18 of this chapter.
(2) Impose a service charge on any other license branch servicethat is not listed in sections 1 through 18 of this chapter.
(3) Increase or decrease a service charge imposed undersubdivision (2).
(e) The bureau's authority to adopt rules under subsection (d) issubject to the condition that a service charge must be uniformthroughout all license branches and at all partial service locations inIndiana.
(f) The bureau may not impose a pull service charge for arequested passenger motor vehicle registration plate containing thenumbers set forth in IC 9-18-2-28 for a motor vehicle:
(1) issued a license plate under IC 9-18-17 that designates themotor vehicle as being owned by a former prisoner of war or bythe surviving spouse of a former prisoner of war; or
(2) after December 31, 2006, issued a license plate underIC 9-18-19 that designates the motor vehicle as being owned bya person who has received a Purple Heart decoration.
(g) The bureau may not impose a pull service charge of more thanfifteen dollars ($15) for a requested motor vehicle registration plateissued under IC 9-18-25 for a special group recognition license platethat commemorates the bicentennial of the Lewis and Clarkexpedition.

Duty of license branch to collect service charges
Sec. 20. Notwithstanding any other law, each license branchoperated under IC 9-16 shall collect the following:
(1) The service charges listed in sections 1 through 18 of thischapter, including any increases or decreases in those chargesimposed by rule under section 19 of this chapter.
(2) Any new service charges imposed by rule under section 19of this chapter.

Sec. 21. (a) Except as provided in subsection (c), the servicecharges listed in sections 1 through 15 of this chapter shall bewithheld from the statutory fees for the services provided and maynot be added to those fees.
(b) The service charges listed in sections 16, 17, and 18 of thischapter are in addition to the statutory fees for the services providedand may not be withheld from those fees.
(c) The service charges collected as set forth in sections 4(d),6(b), 7(b), 8(c), 9(b), 10(b), 11(b), 12(b), 14(b), and 18(b) of thischapter, IC 9-29-15-1(c), and IC 9-29-15-4(c) are in addition to thestatutory fees for the services provided and may not be withheld fromthose fees.

Sec. 21. (a) Except as provided in subsection (c), the servicecharges listed in sections 1 through 15 of this chapter shall bewithheld from the statutory fees for the services provided and maynot be added to those fees.
(b) The service charges listed in sections 16, 17, and 18 of thischapter are in addition to the statutory fees for the services providedand may not be withheld from those fees.
(c) The fifty cents ($0.50) increase, effective January 1, 2002, inthe service charges in sections 4, 6, 7, 8, 9, 10, 11, 12, 14, and 18 ofthis chapter, IC 9-29-15-1, and IC 9-29-15-4 are in addition to thestatutory fees for the services provided and may not be withheld fromthose fees.

New or increased service charges; withheld from or in addition tostatutory fees
Sec. 22. A new service charge or an increase in a service chargethat is imposed by rule under section 19 of this chapter shall be:
(1) collected as an additional charge; or
(2) withheld from any statutory fee.

Deposit of collected services charges; state license branch fund;integrated public safety communications fund Sec. 23. (a) Except as provided in subsections (b) and (c) or asotherwise provided in this chapter, the service charges collectedunder this chapter shall be deposited in the state license branch fundestablished under IC 9-29-14.
(b) Before July 1, 2019, one dollar and twenty-five cents ($1.25)of each service charge increase established by a rule adopted undersection 19 of this chapter before January 1, 2002, for servicesdescribed in sections 4, 6, 7, 8, 9, 10, 11, 12, 14, and 18 of thischapter shall be deposited in the integrated public safetycommunications fund established by IC 5-26-4-1. After June 30,2019, the amount described in this subsection shall be deposited inthe state license branch fund as provided in subsection (a).
(c) Before July 1, 2019, one dollar and twenty-five cents ($1.25)of each service charge established by a rule adopted under section 19of this chapter before January 1, 2002, for services described inIC 9-29-15-1 shall be deposited in the integrated public safetycommunications fund established by IC 5-26-4-1. After June 30,2019, the amount described in this subsection shall be deposited inthe state license branch fund as provided in subsection (a).
