1-14-12.12. Administration of local government services program--Contracts with public corporations. The Bureau of Administration, at the direction and under the control of the Governor, and subject to the provisions of §§ 1-14-12, 1-14-12.12 to 1-14-12.18, inclusive, and 1-14-14 to 1-14-14.2, inclusive, may develop and administer the local government services program whose primary purpose shall be to serve statewide needs for local government services of all types as authorized to be provided by the laws of South Dakota. The Bureau of Administration may enter into contracts with public corporations of the state on a first in time basis as funding exists, as is reasonably practical and only when such corporation has been authorized to do so by the governing body of the public corporation. The commissioner of administration may coordinate and enter into agreements with persons and units of state government as may be necessary to provide services to public corporations of the state in the most cost-effective manner.
