11-11-186. Energy conservation standards--Enforcement--Certification of inspectors. The South Dakota Housing Development Authority may, as necessary and convenient to effectuate energy conservation, inspect, monitor, and evaluate any construction and collect energy cost and usage data involving residential housing to be financed through the Housing Development Authority, to determine compliance with energy conservation standards required by the Housing Development Authority. In addition the authority may establish requirements for examination and certification of energy conservation inspectors; establish requirements for the renewal of certification of energy conservation inspectors and collect data from borrowers and builders on construction costs and energy savings associated with the implementation of the energy conservation standards.
