11-11-21. Appointment and duties of executive director--Employment of other personnel--Delegation of powers. The Governor shall appoint an executive director of the housing development authority, and he shall serve at the pleasure of the Governor. The executive director shall be the secretary of the authority and shall administer, manage, and direct the affairs and business of the authority, subject to the policies, control, and direction of the commissioners. The commissioners may employ technical experts and such other officers, agents, and employees and fix their qualifications and duties. The commissioners may delegate to the executive director or to one or more of its agents or employees such powers and duties as it may deem proper.
