45-10-5. Assistant representative of state on Interstate Oil Compact Commission--Appointment by Governor--Oath of office of nongovernmental official. The Governor shall have the authority to appoint an assistant representative who shall act in his stead as the official representative of the State of South Dakota as a member of said commission. His official representative, if not already a state official, shall take the oath of office prescribed by the Constitution and file the same with the secretary of state.
