5-15-4. Meetings of commission--Chairman and secretary--Reports to Governor and Legislature. The Capitol Complex Restoration and Beautification Commission shall meet at least twice each year and at such additional times as may be necessary. All meetings shall be held at the state capitol, and a majority of its members shall constitute a quorum. The commission shall choose a chairman, and one of its members as secretary, who shall keep minutes of its meetings. It shall make reports to the Governor on the progress of its work, and to the Legislature.
