5-17-10. Repair, maintenance, and improvement of Rapid City plant--Purchase of land, supplies, and equipment--Personnel regulations--Compensation of commissioners. The authority and powers herein vested in said Cement Plant Commission to operate said plant include but are not limited by the following specific enumeration of powers:
(1) To repair and maintain and to improve and construct additions to cement plant facilities using personnel, either skilled or unskilled, or both, employed by said commission, or by letting a contract for the performance of such repair, maintenance, improvement, or construction pursuant to the provisions of chapters 5-18 and 5-21;
(2) To purchase lands, raw materials, machinery, equipment, supplies, and material for use in the operation, maintenance, or improvement of such plant without advertising for bids therefor;
(3) To adopt and enforce rules and regulations setting the compensation, benefits, expense allowances, and vacation periods for the personnel employed at said plant;
(4) To pay to each of the commissioners of the commission, exclusive of the Governor and the secretary-treasurer, the amount provided by law in compensation for all services.
