There is established a risk pool to provide health insurance coverage, pursuant to the provisions of §§ 58-17-68, 58-17-70, 58-17-85, and 58-17-113 to 58-17-142, inclusive, to each eligible South Dakota resident who applies for coverage after July 31, 2003.
