9-39-23. Rates, fees, charges, and assessments fixed by utility board--Rules and regulations. The municipal utility board shall have all of the powers granted to a governing body in this title to fix reasonable rates, fees, and charges, and to make special assessments for improvements in the same manner as the governing body may make the same, and to adopt, by resolution, reasonable rules and regulations for utility services supplied by the municipally owned public utilities under its control and management within the limits permitted by the statutes of this state.
