233B.090 Ā Rebuttable presumption of regularity of adoption and filing of regulation. Ā The Secretary of Stateā€™s authenticated file stamp on the original of the final draft or revision of a regulation raises a rebuttable presumption that the regulation was adopted and filed in compliance with all requirements necessary to make it effective.
