278.02563  Regional planning coalition to annually prepare, adopt and submit budget to local governments in region.  The regional planning coalition shall, on or before July 1 of each year, prepare and adopt a budget for the immediately succeeding fiscal year and shall submit that budget to each of the local governments within the region as a recommendation for funding.
