315.430 Â General powers. Â An authority may:
1. Â Sue and be sued.
2. Â Have a seal and alter the same at pleasure.
3. Â Have perpetual succession.
4. Â Make and execute contracts and other instruments necessary or convenient to the exercise of its powers.
5. Â Make, and from time to time amend and repeal bylaws, rules and regulations to carry into effect the powers and purposes of the authority.
