440.140  Preparation and issuance of instructions; use of other forms and blanks prohibited.  The Board shall prepare and issue such detailed instructions as may be required to procure the uniform observance of this chapter and the maintenance of a perfect system of registration, and no forms or blanks other than those so prepared shall be used.
