459.425 “Disposal” defined. “Disposal” means the discharge, deposit, injection, dumping, spilling, leaking or placing of any hazardous waste into or on any land or water in a manner which might allow the hazardous waste or any part of it to enter the environment, be emitted into the air or be discharged into any water, including any groundwater.
