543.170 Ā Legislative declaration. Ā The Legislature finds and declares that:

1. Ā Facilities to alleviate flooding in any district, whether located in a city, an unincorporated town or another unincorporated area of the county, benefit all the residents and owners of property in the district.

2. Ā These facilities provide protection for life and property throughout the district, and usually require planning and development throughout a drainage basin.
