637A.0221  “Incompetence” defined.  “Incompetence” means a lack of ability safely and skillfully to practice as a hearing aid specialist or apprentice to a hearing aid specialist arising from:

1.  Lack of knowledge or training; or

2.  Impaired physical or mental capability, including the habitual abuse of alcohol or addiction to any illegally obtained controlled substance.
