711.430 Ā Application and interpretation of chapter. Ā The provisions of this chapter must not be interpreted to:

1. Ā Authorize the Secretary of State to exercise oversight of video service providers except as provided in this chapter.

2. Ā Prevent a telecommunication provider from exercising any rights or authority that the provider has as a public utility under federal or state law.
