§ 1725. Public hearings. (a) Conduct.--All public hearings required by this chapter shall be conducted so as to insure that: (1) Members of the public are afforded a reasonable opportunity to comment orally or in writing or both orally and in writing concerning actions the authority proposes to take. (2) The site of the hearing is a convenient, accessible location. (3) Members of the public are adequately informed at the outset regarding the purposes of the hearing and the matters on the agenda. (4) Reasonable and legitimate questions from members of the public are answered. (b) Decrease in service.--Whenever a decrease in service is proposed, a public hearing shall be conducted in accordance with this section in the area affected by the proposed decrease in service.
