Statutes > Pennsylvania > Title-75 > Chapter-11 > 1107 § 1107. Delivery of certificate of title. The certificate of title shall be mailed to the first lienholder or encumbrancer named in the certificate or, if there is no lienholder or encumbrancer, the title shall be mailed or delivered to the owner in accordance with the department regulations.
