The Board shall elect one of its members chairman, and another asvice-chairman. The Director or his designee shall serve as executivesecretary to the Board.
The Board shall meet at least three times a year on the call of the chairmanor the Director. The vice-chairman shall fill the position of chairman in theevent the chairman is not available. A majority of the members of the Boardshall constitute a quorum of the Board.
