Any person responsible for the release of a hazardous substance from a fixedfacility which poses an immediate or imminent threat to public health and whois required by law to notify the National Response Center shall notify thechief administrative officer or his designee of the local government of thejurisdiction in which the release occurs and shall also notify the Department.
