§ 10.1-522. Certificate of Secretary of Commonwealth as evidence.

In any suit, action, or proceeding involving the validity or enforcement of,or relating to, any contract, proceeding, or action of the district, thedistrict shall be deemed to have been established, reorganized, or renamed,in accordance with the provisions of this chapter upon proof of the issuanceof the certificate by the Secretary of the Commonwealth. A copy of suchcertificate shall be admissible in evidence in any such suit, action, orproceeding and shall be proof of the issuance and contents thereof.
