Upon the adoption of a local ordinance no grading, building or other permitshall be issued for a property unless a stormwater permit application hasbeen approved that is consistent with the stormwater program and this articleand unless the applicant has certified that all land clearing, construction,disturbance, land development and drainage will be done according to theapproved permit conditions.
