As used in this title, the term "corporation" or "company" shall mean allcorporations created by acts of the General Assembly of Virginia, or underthe general incorporation laws of this Commonwealth, or doing businesstherein, and shall exclude all municipal corporations, other politicalsubdivisions, and public institutions owned or controlled by theCommonwealth; and the term "the Commission" shall mean the StateCorporation Commission.
