No locality, without the consent of the franchisee, shall accelerate the termof, require the renegotiation of, or otherwise modify in any way, anagreement with any entity or a franchise, ordinance, permit, consent, orother authorization for such entity to use the public rights-of-way becausesuch entity has been granted a cable franchise under this article to use thepublic rights-of-way for the development and operation of a cable system.
