§ 15.2-3216. Proceedings not to fail for technical or procedural defects orerrors.

No proceedings brought under this chapter shall fail because of a defect,imperfection or omission in the annexation ordinance or the pleadings whichdoes not affect the substantial rights of the parties or any other technicalor procedural defect, imperfection or error, but the special court shall atany time allow amendment of the ordinance or the pleadings or make any otherorder necessary to ensure the hearing of the case on its merits.
