The provisions of this article shall be applicable only to the consolidationof like units of local government into a consolidated like unit of localgovernment. As used in this article "like unit" means the consolidation of(i) two or more counties into a consolidated county, (ii) two or more citiesinto a consolidated city or (iii) two or more towns into a consolidated town.
