If any right, title, interest, claim or case arises out of any consolidationor by reason thereof which is not determinable by reference to the provisionsof this article or by the Constitution and other laws of the Commonwealth,the governing body of the consolidated locality may by ordinance providetherefor in a manner conforming to law.
