The administrative expenses of the Authority, as provided in an annual budgetadopted by the Authority, to the extent funds for such expenses are notprovided from other sources, shall be allocated among the component countiesand cities on the basis of the relative population, as determined pursuant to§ 15.2-4834. Such budget shall be limited solely to the administrativeexpenses of the Authority and shall not include any funds for construction oracquisition of transportation facilities and/or the performing of anytransportation service.
