§ 15.2-4919. Powers, etc., severable; provisions of chapter controlling overother statutes and charters.

The powers granted and the duties imposed in this chapter are independent andseverable. If any one or more sections, subsections, sentences, or parts ofany of this chapter are adjudged unconstitutional or invalid, suchadjudication shall not affect, impair or invalidate the remaining provisionsthereof, but shall be confined in its operation to the specific provisions soheld unconstitutional or invalid. Any provision of this chapter which isfound to be in conflict with any other statute or charter shall becontrolling and shall supersede such other statute or charter to the extentof such conflict.
