§ 15.2-5150. Creating or joining more than one authority.

No governing body that is a member of an authority, shall create or join withany other governing body in the creation of another authority or join anotherauthority if the latter authority would duplicate the services beingperformed in any part of the areas being served by the authority of which thegoverning body is a member.
