§ 15.2-5304. How need determined.

The determination as to whether there is a need for an authority to functionmay be made by the governing body on its own motion or upon the filing of apetition, signed by 100 registered voters of the city, asserting that thereis need for an authority to function in the city and requesting that thegoverning body so declare.
