§ 15.2-5431. Severability; provisions of chapter controlling over otherstatutes and charters.

The powers granted and the duties imposed in this chapter shall be construedto be independent and severable. If any one or more sections, subsections,sentences, or parts of any of this chapter shall be adjudged unconstitutionalor invalid, such adjudication shall not affect, impair or invalidate theremaining provisions thereof, but shall be confined in its operation to thespecific provisions so held unconstitutional or invalid. Any provision ofthis chapter which is found to be in conflict with any other statute orcharter shall be controlling and shall supersede such other statute orcharter to the extent of such conflict.
