§ 15.2-5601. Definitions.

As used in this chapter, the following words and terms shall mean, unless thecontext indicates otherwise:

"Authority" means an authority created under the provisions of § 15.2-5602or, if any such authority shall be abolished the entity succeeding to theprincipal functions thereof.

"Bonds" or "revenue bonds" means bonds, notes, certificates or otherevidences of borrowing.

"Cost" means, as applied to any project, all or any part of the cost ofacquisition, construction, alteration, enlargement, reconstruction andremodeling of a project or portion thereof, including the cost of theacquisition of all land, rights-of-way, property, rights, easements andinterests acquired by the authority for such construction, additions orexpansion, the cost of demolishing or removing any building or structure onland so acquired, including the cost of acquiring any lands to which suchbuilding or structures may be removed, the cost of all labor, materials,machinery and equipment, financing charges, insurance, interest on all bondsprior to and during such construction, and during the construction of anyaddition or expansion, and if deemed advisable by the authority, for a periodnot exceeding one year after completion of such construction, addition orexpansion, reserves for principal and interest and for extensions,enlargements, additions, replacements, renovations and improvements,provisions for working capital, the cost of surveys, engineering andarchitectural expenses, borings, plans and specifications and otherengineering and architectural services, legal expenses, studies, estimates ofcost and revenues, administrative expenses and such other expenses as may benecessary or incident to the construction of the project, and of suchsubsequent additions thereto or expansion thereof, the cost of financing suchconstruction, additions or expansion and placing the project and suchadditions or expansion in operation.

"Federal agency" means the United States of America and any department,bureau, agency or instrumentality thereof.

"Project" or "projects" means any one or more of the following:auditorium, theater, concert or entertainment hall, coliseum, conventioncenter, arena, field house, stadium, fairground, campground, landconservation project, including but not limited to the holding ofconservation easements, sports facilities, including racetracks, amusementpark or center, garden, park, zoo and museum, as such terms are generallyused, and parking, transportation, utility and restaurant facilities andconcessions in connection with any of the foregoing, including any and allbuildings, structures, approaches, roadways, and other facilities andappurtenances thereto which the authority may deem necessary or desirable,together with all property, rights, easements and interests which may beacquired by the authority for the construction, improvement and operation ofany of the foregoing. The transportation facilities hereinabove mentioned maybe principally for the use and benefit of the inhabitants of the localitycreating the authority so long as they are incidentally related to theacquisition and construction of any of the foregoing and may be financedcontemporaneously with, prior to or subsequent to the acquisition andconstruction of any of the foregoing.
