§ 15.2-5615. Chapter to constitute complete authority for acts authorized;provisions severable; liberal construction.

This chapter shall constitute full and complete authority, without regard tothe provisions of any other law, for the doing of the acts and things hereinauthorized. The provisions of this chapter are severable, and if any of itsprovisions shall be declared unconstitutional or invalid by any court ofcompetent jurisdiction, the decision of such court shall not affect or impairany of the other provisions of this chapter. This chapter, being necessaryfor the welfare of the Commonwealth and its inhabitants, shall be liberallyconstrued to effect the purposes hereof.
