§ 15.2-6005. General powers of Authority; regulations; enforcement ofstatutes, rules, etc.

In order to enable it to carry out the purposes of this chapter, theAuthority acting through its Board:

1. Is vested with the powers of a body corporate, including the power to sueand be sued, to plead and be impleaded, to make contracts, and to adopt anduse a common seal and to alter the same as may be deemed expedient;

2. May retain legal counsel to represent the Authority in hearings,controversies, or matters involving the interests of the Authority and thefurtherance of its purpose; and

3. Is vested with power to adopt, alter or repeal its own bylaws, regulationsgoverning the manner in which its business may be transacted and in which thepower granted to it may be enjoyed, and may provide for the appointment ofsuch committees, and the functions thereof, as the Authority may deemnecessary to facilitate its business. Such committees shall consist of suchnumber of persons as the Authority shall deem advisable. Members ofcommittees shall receive no compensation for their services, but may bereimbursed their necessary traveling and other expenses incurred while onbusiness of the Authority. The Authority may set flat fees for expenses for amember's attendance at all meetings of the Authority or at its otherfunctions. Such fees shall not exceed $100 per day.
