All drug paraphernalia as defined in Article 1.1 (§ 18.2-247 et seq.) ofChapter 7 of Title 18.2 shall be forfeited to the Commonwealth and may beseized and disposed of in the same manner as provided in § 19.2-386.23,subject to the rights of an innocent lienor, to be recognized as under §4.1-343.
