The Division shall prescribe and enforce regulations under which estimates ofthe needs of the using agencies shall be submitted and requisitions made, andunder which contracts for purchases may be made. Estimates of the amount andquality of materials, equipment, supplies, and printing needed by the usingagencies shall be submitted at such periods as may be prescribed by theDivision.
