§ 2.2-1819. Payments to be made in accordance with appropriations; submissionand approval of quarterly estimates.

No money shall be paid out of the state treasury except in accordance withappropriations made by law.

No appropriation to any department, institution or other agency of the stategovernment, except the General Assembly and the judiciary, shall becomeavailable for expenditure until the agency submits an annual estimate of theamounts required for each activity to the Director of the Department ofPlanning and Budget and Governor for approval by the Governor.
