§ 2.2-2434. Virginia Public Buildings Board; purpose; membership; terms;quorum; compensation and expenses.

A. The Virginia Public Buildings Board (the Board) is established as anadvisory board, within the meaning of § 2.2-2100, in the executive branch ofstate government. The purpose of the Board shall be to assist and advise theGovernor and the Department of General Services in the preparation andmaintenance of a long-range site plan at the seat of government, and in thedetermination of the need for the acquisition of land, buildings andimprovements, through purchases or construction.

B. The Board shall consist of 10 members to be appointed as follows: fourmembers shall be appointed by the Speaker of the House of Delegates from themembership of the House of Delegates, two members shall be appointed by theSenate Committee on Rules from the membership of the Senate; threenonlegislative citizen members appointed by the Governor from the public atlarge; and the Director of the Department of General Services who shall serveas an ex officio member of the Board with voting privileges. Members of theBoard shall be citizens of the Commonwealth.

C. Legislative members shall serve terms coincident with their terms ofoffice. The nonlegislative citizen members shall serve for terms coincidentwith that of the Governor. The Director of the Department of General Servicesshall serve a term coincident with his term of office. Vacancies forunexpired terms shall be filled in the same manner as the originalappointments. Members may be reappointed for successive terms.

D. The members of the Board shall elect a chairman and vice-chairmanannually. A majority of the members of the Board shall constitute a quorum.The meetings of the Board shall be held at the call of the chairman orwhenever the majority of the members so request.

E. The members of the Board shall not be entitled to compensation, but shallbe reimbursed for all reasonable and necessary expenses incurred in theperformance of their duties as provided in §§ 2.2-2813 and 2.2-2825, to bepaid by the Department of General Services from any funds that may beappropriated or made available for such purposes.
